Section C: Discretionary Freedom Pass 

If you do not receive any of the benefits listed in Section B, but have a disability, or suffered an injury, which has left a substantial and long-term effect on your ability to walk, we can consider your application for a Discretionary Disabled Persons Freedom Pass., As part of Newham’s commitment to support disabled residents to lead more active, happier and healthier lives, and to facilitate social inclusion and participation. We have extended the scheme to provide Discretionary Freedom Passes to people whose disability is very close, but does not fully meet the automatic eligibility criteria.   

To apply for a Discretionary Disabled Persons Freedom Pass, you must: 

  • have lived in the borough for over 12 months, 

  • have a significant mobility issue(s) due to significant medical conditions that are permanent, or which is likely to last at least 12 months, and this has a substantial effect on your ability to carry out normal day-to-day activities. This excludes temporary conditions such as a broken limb.  

  • Supply supporting medical evidence accompanied by a written statement detailing how your mobility issues affect your day-to-day living and how a Disabled Freedom Pass will assist you. 

Discretionary Disabled Persons Freedom Pass cards are issued on a discretionary basis and are subject to ongoing review and can be withdrawn at any time if your condition improves or if it is being found to be fraudulently used.  

Discretionary Disabled Persons Freedom Pass cards are issued on a 12 month basis and will need to be reapplied for each year, with new evidence to show your condition is the same or you can apply under the automatic criteria if you meet the above automatic eligibility criteria. Current system does not allow to issue less than 5 years. 

If you are a discretionary pass holder, your pass is not valid for travel outside of London. You have the same entitlement as other Freedom Pass holders on Transport for London (TfL) buses, tube, trams, DLR and national rail within Greater London. 

There are some non-TfL bus routes that run across the London boundary where your pass will not be valid. Please check with the operator to ensure that your Disabled Freedom Pass is valid.
